Improving Forum and Attracting Users

I am going on round two with an new forum. Last one I had deleted it.
I have a good title, but I'm questioning about the description part.
The forum was customized as much as possible since the software type can't be changed to MyBB, ect.
No plugins can be put in only html codes.

I'm just looking for tips, and suggestions to make it more attracting.

It's not about the customization it's about the quality of the content and the community of people.

 

With my last forum I didn't change the colors, or put link buttons, I got really nailed during reviews on how 90s looking the thing looked. That's the reason why the post above is like that.

I'm still looking for suggestions on making the forum more attractive in content since I can't do much more to the coding part.
